Outer Palomar Property Owners Group

Palomar Drive (the main route into and out of the Palomar Park hill) beyond the intersection with Montalvo continues for approximately 1 mile as an 'abandoned' road - abandoned by the County, but not by those of us who live there! Outer or West Palomar includes all addresses from 945 Palomar Drive to the end at 1190 Palomar Drive.

The result of the legal distinction is that this secion of Palomar Drive is maintained by the property owners living along it. It is not maintained by the County. Water services, trash services and other aspects are the same as for the rest of Palomar Drive.

The formal name for the Outer Palomar Property Owners group is: the WEST PALOMAR IMPROVEMENT CLUB.

Purpose: The purpose of the group is to maintain the section of Palomar Drive beyond Montalvo which is not maintained by the County.

Immediate goals: More recent road work was the replacing of an aged (which reached the end of its service life through age and normal wear) culvert under the Palomar Drive proper. Tentative plans are to resurface all of Outer / West Palomar Drive sometime after 2010.

History: West Palomar Improvement Club has existed informally since the 1950s and was officially created in 1966 to raise funds for repairs, improvements & maintenance of the road on Outer Palomar Drive.

Contacts: Lloyd Einspar (saleinspahr (at) sbcglobal.net) and Bob Guenley (bguenley (at) benchmark.com) are the main contacts for the West Palomar Improvement Club.

How to Join: THIS IS NOT A VOLUNTARY ORGANIZATION, BUT ONE THAT YOU HAVE A LEGAL OBLIGATION TO PARTICIPATE IN AS A PROPERTY OWNER ON WEST PALOMAR. WE ONLY WORK ON ROAD, USING OUR PERSONAL FUNDS.
